== 定義 ==
失敗国家の定義については統一されたものは無いが、[[アメリカ合衆国]]の[[シンクタンク]]の一つである[[平和基金会]]は以下の通り定義している。
* [[領土]]支配の喪失、あるいは[[暴力の独占|公権力の独占]]の喪失 (loss of control of its territory, or of the monopoly on the legitimate use of physical force therein)
* 正統な[[合議制]]意思決定機関の腐敗 (erosion of legitimate authority to make collective decisions)
* [[公益事業]]の提供不能 (inability to provide public services)
* [[国際関係|国際社会]]の一員としての[[外交]]活動の不能 (inability to interact with other states as a full member of the international community)

失敗国家にしばしば見られる特徴は、[[社会]]的、政治的もしくは[[経済]]的な破綻である。


== 特徴 ==
失敗国家の国民生活は例外無く悪化する。これは政府の無力、腐敗によって行政が機能しなくなり、[[警察]]、[[医療]]、[[電気]]、[[水道]]、[[交通]]、[[通信]]等の社会[[インフラストラクチャー]]が低下する為である。中でも治安は急速に悪化し、[[給料]]の遅配等により[[軍隊]]や警察では職場放棄や[[破壊活動|サボタージュ]]が発生する。軍や警察が自ら[[犯罪]]行為をすることも起こる。この治安の悪化により、生産力と国民のモラルが低下する。[[農家|農民]]が土地を捨てて[[難民]]化し[[飢餓]]が蔓延したり、[[強奪|略奪]]などが日常化したりする。

名目的に存在する[[政府]]は腐敗しており、統治能力はほぼ無い。例えば[[ソマリア]]の[[モハメド・シアド・バーレ|バーレ]]政権末期では、大統領官邸を中心にした数百メートルの範囲にしか支配力が及ばなかった。

その他の地域で支配力を行使しているのは[[軍閥]] (warlord) 等地域の有力者であり、彼らの持つ[[ミリシア|私兵]]集団である。これらの中には元は正規軍であったが[[兵士]]の給料の不払い等が続いた結果、私兵化した者も多い。[[地方]]ごとに有力者が勝手に独自の[[軍事]][[組織 (社会科学)|組織]]を持ち、その他にも大小様々な[[自警団]]や[[盗賊]]が出没する。失敗国家の政府は一般に、国際的に国家主体と認められ[[租税|徴税権]]や[[政府開発援助|ODA]]等の利権を持っているだけであり、実態は私兵組織と変わらない事が多い。

== 失敗国家とテロリストとの関係 ==
失敗国家は国際的な[[テロリズム|テロリスト]]の隠れ場所となる。これは、テロリストを[[逮捕]]できるような[[出入国管理]]や警察力がないためである。[[アルカーイダ]]は失敗国家の一つである[[アフガニスタン]]に潜伏していた。また、最近ではソマリアがアルカーイダの拠点となっているともされ、実際にアメリカ軍やエチオピア軍による軍事行動も行われている。

== 脆弱国家ランキング (旧・失敗国家ランキング) ==
[[2005年]]から毎年、[[アメリカ合衆国|アメリカ]]の[[シンクタンク]]の一つである[[平和基金会]]が失敗国家ランキングを発表していた<ref>[http://www.fundforpeace.org/global/?q=fsi2012 失敗国家ランキング（英語）]</ref>（[[#外部リンク|下記外部リンク]]も参照）。[[2014年]]より、脆弱国家ランキングに名称が変更されている<ref>[http://www.cnn.co.jp/world/35050083.html 世界脆弱国家ランキング、南スーダンが最も脆弱] CNN.jp 2014年7月12日閲覧。</ref>。

この評価では、不安定の要因となる12の指標を各10点満点合計120点で採点し、高い国ほど失敗と評価している。この指標は、脆弱国家指標 (The Fragile States Index)と呼ばれている（2013年までは失敗国家指標(The Failed States Index)）。90点以上を警報状態(Alert)、90点未満60点以上を要注意(Warning)、60点未満30点以上を普通(Moderate)、30点未満を安定(Sustainable)と区分している。

2014年度のランキングにおける最下位、即ち最も安定した国とされているのはフィンランド（178位）である。アフガニスタンは7位、パキスタンは10位、イラクは13位、ミャンマー（ビルマ）は24位、北朝鮮は26位、中国は68位、2008年度で中国と順位が同じだったエクアドルは79位、タイは80位、ロシアは85位、2008年度でロシアと同じ順位だったスワジランドは51位、韓国は156位、アメリカは159位。イタリア（148位）・フランス（160位）・イギリス（161位）・ドイツ（165位）らヨーロッパの先進諸国は、下位ではあるが、安定ではなく、普通としてランキングされている。[[日本]]（157位）は2014年に前年（156位）から順位を1つ落とし、157位となった。2011年までは[[主要国首脳会議|G8]]先進国では168位のカナダに次いで安定した国とされていたが、2012年と2013年は6番目、2014年は4番目に安定した国に位置している。

また、日本は2008年まで30点未満の安定した国に属していたが、2009年以降はランキングの総合得点が30点以上となり、安定した国の1ランク下の普通の国家に属することになった。更には2012年は[[東日本大震災]]の影響により2011年と比べて12.5ポイント増加し、40点を超えた。しかし、2013年には改善して、36.1点に下がったが、2014年は少し上がり36.3点となった。そして、2008年度と2014年度で比較すると、最も悪化した指標はI-2の難民および国内避難民の大量移動(Massive Movement of Refugees and IDPs)であり、2.4ポイント上がっていた。2番目はI-6の急激または深刻な経済状況の悪化(Sharp and/or Severe Economic Decline)で1.3ポイント上がっていた。そして、3番目がI-8の公共サービスの漸進的悪化 (Progressive Deterioration of Public Services)で+1.2ポイントである。逆に改善した指標はI-5の集団による経済発展の不均衡(Uneven Economic Development along Group Lines)の-0.4ポイント、次はI-9の大規模な人権侵害(Widespread Violation of Human Rights)とI-10の治安維持組織の派閥化(Security Apparatus as "State within a State")が-0.1ポイントである。

また、個別の指標で2.5点以上とされたものは、
* I-1：人口圧力の増大 (Mounting Demographic Pressures) [4.7点]
* I-2：難民および国内避難民の大量移動 (Massive Movement of Refugees and IDPs) [3.4点]
* I-3：集団としての不平不満が残っており、復讐への動機が残っていること (Legacy of Vengeance - Seeking Group Grievance) [4.1点]
* I-6：急激または深刻な経済状況の悪化 (Sharp and/or Severe Economic Decline) [3.6点]
* I-9：大規模な人権侵害 (Widespread Violation of Human Rights) [3.3点]
* I-11：利己的エリートの台頭 (Rise of Factionalized Elites) [2.6点]
